That this Court hold unlawful and sec aside the <br />Bcard's action approving the Goss Application; <br />2. That this Court remand the Goss Application to the <br />Board and order the Board, on remand, to hold a hearing t:or the <br />curpose of determining whether disturbances to the prevailing <br />hydrologic balance of the surrcurdirg area and to the quality and <br />quantity of water in surface ana ground :dater s;~stems can and <br />•.dill be mir.imi zed in the proposed mining operation and reclama- <br />tion program; <br />3. That this Court order the 3oard, on rcmarid, to <br />i:.ciude such terms and cunciitions in its approval of the Goss <br />application as are necessary to minimize disturbances to the <br />prevailirg hydrologic balance of the surrounding area and to the <br />quality anti quantity of water in surface a::d ground :cater systems <br />resulting iron the proposed minir.y operation and reclamation <br />program; <br />4. For such costs ar.d attorneys' fees as r„ay be <br />provided by law; <br />5. For such other relief as tl:e Court deems just and <br />proaer. <br />
