-9-
Finally, revegetation activities will establish a permanent vegetative cover
of the same seasonal variety native to the area and capable of
self-regeneration and plant succession equal in extent and cover to the
natural vegetation in the area.
The Mt. Gunnison No. 1 Mine permit application was originally submitted on
November 6, 1979, and was approved on July 31,1981. On October 16, 1984, WE CC
submitted this permit revision request to finalize designs on the permanent
waste disposal site. The site is located entirely within the existing
Mt. Gunnison permit boundary, specifically, Section 16, T13S, R90W 6th p.m.
Due inpart to winter snow cover and wet conditions the operator was unable to
promptly obtain geotechnical infomration that was needed for our evaluation
and final approval. This necessitated a four month extension of our review
timeframes.
The following decision document and findings of compliance were prepared for
the entire proposed Mt. Gunnison permit area permitted to date under permit
C-007-80 and the 320 acre permit revision. Only those sections that were
affected by the permit revision were revised in this decision document. For
example, since no surface facilities were proposed in the permit revision, the
topsoil and revegetation sections of the findings document were not changed
from the original findings of compliance document (Permit C-007-80). Any
stipulations from the original permit and findings document that have been
totally resolved to the satisfaction of the Division, have been removed from
this document. Therefore this document represents current findings of
compliance, current stipulations still in effect, and current cumulative
hydrologic impact assessments.
