Powell <br />Date: May 17, 1999 <br /> <br /> <br />rte: Arkins 1?azk Stone Corporation (Neil and Arlis Sprague) Mine Permit <br />Application -Special Review SU99-04. <br />Honorable Citizens: <br />This memo is in regards to the permit application submitted by Arlis Sprague for the <br />Arlons Park Stone Corporation (Arkins) on 23 February 1999. After careful <br />examination of the information contained within the application, I have identified <br />several significsrnt issues that were either excluded from discussion or were grossly <br />inadequately addressed. The applicants do not address the following issues; and until <br />they have been thoroughly addressed and responses have been made available to the <br />citizens of Lyons and Boulder County, an issuance of a 112 Mining Permit can not <br />be made. <br />I am employed as a consultant by several lazge mining corporations to ensure that <br />environmental compliance occurs and the health of the community and the <br />environment is protected. The Colorado Division of hfming and Geology must hold <br />all mine applications to the same degree of scrutiny and must allow the public the <br />opportunity to comment prior to the issuance of any applications. <br />Issues: <br />No IVLne Plan - No discussion of a mine plan is made within the conversion <br />application. Without a mine plan no citizen or the Colorado Division of Mining <br />and GeoloF,ry can make an educated evaluation of the effects the increased mining <br />operations would have on the environment or the community.
