__ GARFIELD..CI NS'_ALLIANCE <br />"Dedicated to creat~r ~ ~ ~ e future for Garfield County" <br />APR 291991 <br />Mined Land <br />Pteclamation Division <br />Dear Steve, <br />~~~ ~~ ~ ~~~~ I~~ <br />April 25,1991 <br />I would like to make a couple of brief comments <br />in regards to yesterdays NCEC hearing. <br />Our position remains unchanged in the belief that <br />this pipeline should be a Permit Revision and `not a <br />Technical Revision. Even though the Board has stated <br />that they would approve this action with a T.R., the <br />Division will still have the opportunity to re-evaluate <br />its' own position upon re-submittal by NCEC/NCIG. <br />It may be to the Divisions' benefit to hold the <br />line now on what may or may not be considered as a <br />Technical Revision. In our opinion, tighting up on what <br />is allowed as a T.R. may force some of the marginal <br />operators to fully address important aspects in their <br />original application, thereby eliminating a great number <br />of time-consuming technical revisions.
