;'
Squire, Greyg
From: James Freeman ~ 9ss --~ ~'
Sent: Friday, March 02, 2001 1:06 PM
To: Gregg Squire
Cc: Carl Mount
Subject: Blasting on Southwick's Quarry Site
Hi Gregg:
e.com]

Yesterday, March 1, 2001 at about 11:30 a.m. Mr. Southwick sent of a blast
of some kind.
This was observed by WII Oakley and Kim Kreimeyer who were with Army Corp
of Engineers.
They were investigation the north side over burden of Southwick's Quarry. To
my knowledge
Mr. Southwick does not have a blasting permit.
Today, at mid morning, Mr. Sprague set off a blast in the Arkins Park South
Quarry. This the
second quarry as you go North on County Road #27 from Hiway #34.
According to the rules set down for Mr. Southwick, he is to notify the
people in valley that is
within 2 to 5 miles of the blast site. Also, he it to notify the local
fire department. We have
been in contact with the fire department concerning his blasting in times
past and found that
he had not notified the fire department.
Unless Mr. Southwick has received a blasting permit, I think that he is in
total violation of the
law.
Please let me know you thoughts
Also, would you please give the web site for the "appeal process" fort'"'
appealing the decision
of giving Mr. Southwick the 110 Permit.
Thanks,
Jim Freeman
PS: I totally understand that you and Carl have to follow the letter of
the law. I think that both
you, if given a chance, would allow your own judgement to play in
terms of granting Reclamation
Permits.
