• <br />Mr. William C. York-Feirn S <br />No mill tailings should be washed through these lines unless they have been tested before and <br />properly drained after each period of milling operations. All mill tailings lines should be <br />inspected on an hourly basis after any new sections are installed, and every two or three hours <br />during normal milling operations. When extremely cold weather conditions exist, the tailings <br />discharge lines must be monitored on an hourly basis, and the peripheral discharge lines <br />closest to the mill building should be used. These are all matters of simple common sense, <br />and should be part of any competently run milling operation. <br />As far as the current tailings spills on the south bank of the tailings dam, and in the <br />area between the mill building and the tailings pond, a few good men with flat shovels and an <br />operable front-end loader should be able to clean up this problem within a couple of days. I <br />do not know why these tailings spills were not cleaned up as soon as they occurred. <br />During the previous period of milling operations in 1987 and 1988, the four water <br />quality monitoring wells below the tailings impoundment dam were sampled on a quarterly <br />basis. Nothing was ever detected in any of the water samples that indicated that there was any <br />contamination of the ground water. The water quality monitoring plans outlined in the permit <br />stipulations should be continued as long as there are any concerns about ground water <br />contamination downstream from the tailings impoundment dam. <br />As you know from our previous meetings and discussions, Gold Hill Ventures has not <br />had anything to do with the milling operations conducted by COM, Inc. or by Mr. J. Wayne <br />Tatman and his crew during the last year and five months.
