In this letter, I will address the issues that your <br />inspection raised about the Gold Hill Mill's water system and tailings impoundment plan of <br />operations. <br />The application to amend the Cash mine permit to include the Gold Hill Ventures' <br />milling facility gave a detailed description of the mill's proposed water system and plan for the <br />disposal and storage of tailings. This plan was the result of months of study and research, and <br />involved the review and advice of several experienced and qualified consulting engineers. <br />Gold Hill Ventures' amended permit application was approved by the Mined Land <br />Reclamation Board after several stipulations involving the installation of a pond liner and <br />monitoring wells were added to the permit. The proposed water system was approved in <br />essentially the same plan as was first submitted in the amended permit application. <br />The following summary of the Gold Hill Mill's water system and tailings impoundment <br />plan is taken directly from the permit application, and describes the present situation to the <br />best of my ability. <br />Water rights for the mill were obtained by the purchase of 20 shares of stock in the <br />Left Hand Ditch Company, which entitled Gold Hill Ventures to a pro-rata share of the water <br />available from Left Hand Creek. This water was to be diverted from the south bank of Left <br />Hand Creek and pumped 3,900 feet up Akins Gulch in a pipeline situated on property owned <br />by Gold Hill Ventures. The pipeline was instalied in the winter of 1987. At a location 45 feet <br />below County Road No. 52, the water line enters the portal of the Time mine adit, which <br />
