COLORADO 80202 <br />December 20, 1982 <br />MF2SOR9NDOM <br />To: Director, Office of Surface Mining <br />From: administrator, Western Technical Center <br />Subject: Recommendation for Approval of Povderhora Coal Compaq's Roadside <br />and Cameo Mining and Reclamation Permit, Mesa County, Colorado, <br />Federal Leases: C-01538, C-078049, C-02740, C-024998, C-029889. <br />I. Recommendation <br />I recommend approval with stipulations of the Povderhora Coal Company's <br />Roadside and Cameo Mine permit for underground operations. Mp <br />recommendation is based on the Technical Analysis sad Environmental <br />Assessment of the complete applicatioc. The applicant has proposed to <br />continue mining on Federal coal leases C-01538, C-078049, C-02740, <br />C-024998, C-029889. The life of the mine will extend until 1995. The <br />`~. permlt with conditions included vith this memorandum, will be in <br />conformance with Che applicable Federal regulations, she Colorado State <br />Program, and the Mineral Leasing Act, as amended. I also recommend that <br />you advise the Assistant Secretary for Energy and Minerals, under 30 CFR <br />741.12(d) that the Povderhora Coal Compaq's Roadside and Cameo mining and <br />reclamation plan is ready for approval. I concur that a performance band <br />Sa the amount of $1,500,000.00 is adequate. <br />The Colorado Mine Land Reclamation Division (C.`II.RD) and the Office of <br />Surface Mining (OSM), identified elements of the applicant's proposal <br />which require stipulations to comply with State sad Federal lav. The <br />State permit (C-041-81) with stipulations is incorporated into the <br />proposed Federal permit CO-0020. <br />My recommendation for approval is based on the complete MRP and permit <br />application, updated to October 4, 1982. I have deteffiined that this <br />action will not have a significant impact on the human environment. <br />
