<br />?opulation projections are being seriously questioned by local officials due <br />to the current economic slowdown in the region. However, there still exists a <br />need co improve and expand existing public facilities to accomodate Mesa <br />County residents. Priorities for improvements include: expansion of adminis- <br />trative space, parks, and recreations, and improvement of jail facilities. <br />Mesa County is expected to operate at a 4.7 million dollar deficit by 1985 is <br />order to provide for projected population growth. <br />EN4IBONMENTAL IYL°ACTS OF ALTERNATIVE N0. 1-THE PREFERRED ALTERNATZ7E- <br />OSM concurrence with CMLRD on Approval of the 5-year MAP and :-year permit <br />subject to certain stipulations over (see attachment A b B) and above the <br />State's docents, conclusions, and stipulations. <br />LAND USE <br />Mining in the pewit area began at the Cameo mine in 1899 and at the Roadside <br />mine shortly thereafter. Due to the long history of mining in the area, and <br />the developed nature of Debeque Canyon (Interstate 70 and the Cameo Power <br />Plant are immediately adjacent [o the permit area), the applicant has proposed <br />a post-mining land use of undeveloped land for the surface disturbed areas <br />within the permit area. undeveloped land is by definition, land with no cur <br />rent use or level of management. As such, the primary objective of the recla- <br />mation plan are to establish the original contours and stabilize the surface <br />through the establishment of as effective, permanent vegetative cover. The <br />proposed seed mix. should establish species which will be compatible with the <br />surrounding undisturbed vegetation. The land overlying the lease areas will <br />• _ remain as wildlife habitat and domestic grazing although there are existing <br />facilities such as tow water treatment plants and BLM access roads overlying <br />the Roadside permit area. Subsidence will be the effect in this area. The <br />company has committed to a detailed subsidence control plan in critical areas; <br />also monitoring will be extensive. <br />CULTIIRAL AND HISTORIC RESOURCES <br />According to the current mixing plan, no additional surface lands will be af- <br />fected during the life of the permit. All coal will be mined through the e:c- <br />isting surface facilities of the Roadside and Cameo tunes. There is a great <br />probability, however, for subsidence is areas where underground mining will <br />cake place since subsidence occutre~es have already been reported. <br />Several cultural resource inventories have been conducted vi thin the lease <br />areas. (See TA for specifics) All together, over lOS of the lands in the <br />lease azeas have been inventoried for cultural resources at a class III <br />level. A total of 28 sites and 38 Ssolated finds were identified by Hibbecs <br />in coal leases C-029889 and C-024998. <br />Because it is not possible to determine with any certainty the exact extent to <br />which, or locations where subsidence may occur, stipulations to mitigate this <br />problem have been written (see attachment). <br />-L- <br />
