She said that you have made some preliminary plans to reclaim the <br />tipple area, and that you have talked with Ralph Carestia to push down the <br />banks on the area near the fire trench. <br />I am very anxious to have the tipple and fire area restored to nearly <br />original status. I am completely adverse to pushing down the banks. <br />Since you may not have sufficient funds with the small $60,000 bond to <br />accomplish much reclamation if you contract with Mr, Carestia, I would <br />like to make the following proposal. <br />The Corley Company shall complete the reclamation in Section 24 and shall <br />be paid the amount of the reclamation bond in the amount of $60,000 more <br />or less. Such reclamation by The Corley Company shall exceed that which <br />would be accomplished by other contractors for a similar amount of money. <br />Carin also said that the State has no plans to try to enforce any reclama- <br />tion for the East pit. It is my understanding that the reclamation law <br />provides for responsibility for reclamation to extend to the mining <br />company's officers in the event that the company is unable to finance the <br />reclamation. Is that correct? <br />If the State is not going to pursue any further action regarding GEC, I <br />would like for the State to give The Corley Company permission to use its <br />best efforts to accomplish reclamation itself. Specifically, I am asking <br />that The Corley Company be allowed to contract with Energy Fuels to fill <br />the pit without needing the Division's approval. If approval is required, <br />Energy Fuels may never fill the pit. I do not think that the quality of <br />work will differ with or without your approval. Energy Fuels is mainly <br />concerned with the changing personnel of the Division.
