Soil Resources - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06
Section 2.04.9, 2.05.3, 2.05.4 (Volume I), Appendix F (Volume III), and
Appendix L (Volume V) of the application contain the information pertinent to
these requirements. Review of these materials and correspondence with the
applicant satisfied all problems identified.
The applicant contended that 17.2" of topsoil will be available for
reclamation. During a field inspection on September 3, 1986, Mr. Robert
Liddle of MLRD dug 15 holes in newly topsoiled areas and found topsoil depths
ranging from 12-29 inches and averaging 21.6 inches. Topsoiling depths
appeared to be adequate.
In 1986, topsoiling operations replaced soil over all of the newly backfilled
pit, with the exception of an access road. This exceeded projections in early
August which indicated that 45 acres would require topsoiling in 1987.
Topsoil piles A & C have the remaining stockpile which will be used to reclaim
the 24.5 acres at the shop/office area.
The operation is in compliance with the requirements of this section.
XI. Vegetation - Rules 2.04.10, 2.05.4(2)(e) and 4.15
Section 2.04.10 (Volume I), Appendix G (Volume III), and Appendix M (Volume V)
were reviewed for compliance with the Rules and Regulations.
Vegetation-related issues during the previous permit term included the
successful resolution of two stipulations concerned with revegetation success
criteria, development of a monitoring plan to evaluate revegetation success
and a change in the seed mixture to improve species diversity at the mine
site. A woody plant density standard of 1000 stems/acre was set June 28,
1983. A plan for evaluating species diversity was submitted March 25, 1982.
These two issues can be found in the permit in Section 4.15.8. Cropland
preduction statistics in areas adjacent to the loadout were submitted in
P4arch, 1985, to satisfy Rule 4.15.9. A plan for monitoring revegetation
success was proposed during the mid-term review in March, 1985, to meet the
requirements of 4.15.7. On January 16, 1986, a minor revision was submitted
to change the seed-mixture at the mine site to improve species diversity.
The operation is in compliance with the requirements of this section.
XI I. Fish and tildlife - Rules 2.04.11, 2.05.6(2) and 4.18
The fish and wildlife resources information is included in Section 2.04.TT
(Volume I), Appendix H (Volume IV), and Appendix .4 (Volume (V) of the permit.
Pursuant to Rule 2.07.b(2)(n) and on the basis of available information, the
Division finds that the proposed activities will not affect the continued
existence of endangered or threatened species or result in the destruction or
adverse modification of their critical habitats.
The operation is in compliance with the requirements of this section.
_28_
