While I believe all three of our <br />agencies make every effort to communicate, our diverse roles and missions sometimes, unfortunately <br />lead to mis-communication or to missed opportunities for coordination. I believe this instance is one <br />such case. We have a challenge before us, to speak es a common voice in the San Luis community, <br />Therefore, EPA is committed to jointly developing information to share with the public that is clear <br />and consistent <br />The State of Colorado created the Source Water Assessment end Protection Program <br />(SWAPP) scheduled for approval this month. The SWAPP proposes to assess file potential for <br />contaminants to eater sources of public drinking water and to inform the public water supplier and <br />the public of the results. The goal of implementing this grogram is to provide communities with <br />information needed to create locally-based protection programs for their drinking water sources. The <br />program will be most successful if there is good coordination among local, state, and federal <br />governments and the communities. We would like to discuss our different roles and responsibilities <br />and take whatever steps necessary to assure the community that we are working together and agree <br />on how to protect their health and their environment. To initiate our discussions, attached are <br />clarifications and corrections to Rich Mu~3'S letter dated January 18, 2000. <br />We look forward to meeting with you on Friday, February 4 from 11 to 1 in EPA's <br />Conference Center on the god floor of our offices to discuss our approach for communicating with <br />the community and with each other. <br />I~oo2 <br />Sincerely, <br />Max H.
