35. Transplant Costs <br />The permit application mentions seedling transplants to be placed upon <br />the berm for erosion control, rather than seeding. The Division has no <br />information or cost estimates for seedling transplants. Therefore, we <br />did not enter this cost into our calculations. Bear should submit <br />information as to the cost of such seedling transplants and specify <br />either the acreage to receive this treatment or the total number of <br />transplants required. <br />36. Structural Details of Stocking Tube and Reclaim Tunnel, Truck Loadout <br />With regard to structure demolition, the permit application does not <br />provide information concerning the construction or size of the stacking <br />tube and reclaim tunnel and the truck loadout. Please submit this <br />information to facilitate more accurate bond calculations. <br />37. Fill for the Portal Area <br />The permit application is sketchy with regard to fill for the portal <br />area. The application states that fill could either be backhoed from the <br />portal bench itself. or material could be hauled up from the office <br />level. Where does Bear Coal propose to get fill for the portal area? <br />38. Bond Calculation <br />The Division has determined that the Bear Mine areas are underbonded. <br />Following are comparisons between calculations performed by the Division <br />in 1987 and in 1990. Presently, 572,400.00 of bond applies to the site. <br />1990 calculations showed a liability of $225,000.00, 3.1 times the <br />current bond. <br />_12_ <br />
