27. Bear Mine 1 and 2 Well Abandonment <br />Were wells 1 and 2 at Bear Mines 1 and 2 abandoned in com_liance with the <br />guidelines found in 4.07? <br />28. Location of Springs <br />The 1981 permit application indicates on page 47-1 that the decreed <br />springs listed on Table 2,04.7(2)(a)-1 are shown on Drawing <br />2,04.7(2)(a)-2, We were unable to locate these springs on this drawing. <br />a. Please modify the drawing to ensure compliance with Rule <br />2.04.7(2i(a}, <br />29. Water Quality Data <br />The current permit application includes tables of water quality data <br />derived from monitoring in 1983, 1984, and 1985 to effect comoliance with <br />Rule 2,04,7(1 )(a)(iv). Please update the data to reflect subsequent <br />monitoring. Prepare statisiical summaries of the data documenting <br />minimum, maximum, and mean values of parameters and graph measurements of <br />water levels, conductivities, total dissolved solids, iron, manganese and <br />sulfate concentration over time. <br />Vegetation <br />30. Cover Siandard <br />Rule 4,15.10(1) states, "For previously mined areas that were not <br />reclaimed to the requirements of these Rules as a minimum, ground cover <br />of living plants shall not be less than can be supported by the best <br />available topsoil or other suitable material in the reaffected areas, <br />shall not be less than the ground cover existing before a redisturbance, <br />and shall be adequate to control erosion," While pages 2,05-42 and <br />4,15-3 identify Bear Coal's intentions to comply with this rule, the <br />permit application does not address a suitable cover standard that will <br />comply with the above rule, Please propose a suitable cover standard <br />that will be applied to determine revegetation success at the Bear Na. 3 <br />mine area. Include a discussion addressing background information that <br />was used in coming to this decision. <br />31. Weed Control Plan <br />Pest and disease control are addressed on page 2.05-42 of the permit <br />application. The June 27, 1989 MLRD inspection of the mine area resulted <br />in the identification of incursions of Canada thistle on the Mine No. 3 <br />property. Thus, the Division requests that Bear Coal revise page 2.05-42 <br />to include a more specific plan to control weeds, especially those that <br />have been noted as being located around the topsoil stockpile. Please <br />include a listing and labels of herbicides that will be used, the <br />concentration they will be used at, the methods and equipment to be <br />employed during spraying, a commitment to notify the Division in writing <br />one to two weeks after spraying, and a commitment to include a map and <br />description of the treated areas as part of the Annual Reclamation Report <br />which is required by new Rule 2.04.13. <br />-10- <br />
