3. Acreage and location of all disturbed area.
The location of the road and ventilation shaft pad is shown on the attached Maps 23, 23B
and 24. Approximately 7.2 acres will be disturbed as a result of this project.
4. Type of equipment on site.
A final decision as to what equipment will be placed on the ventilation shaft concrete
pad is pending. Possibilities include: either emergency hoist system with a mobile
power source, or a covered 2-3 person elevator system with a fixed power source.
5. Type of vehicles used for project.
During construction of the access road and pad, typical equipment will include a road
blade, compactor, loader, dozer, gravel and pickup trucks. Specialized blind drilling
equipment in the form of an A-leg derrick will be used to drill the pilot hole and excavate
the shaft. Supplies will be delivered by 18-wheeled vehicles. After completion, the site
will be accessed by mine vehicles on a routine basis and periodically by support
equipment needed for maintaining the hoist and/or elevator. A road grader will be used
for road maintenance, and during the winter a snowplow with sander will be used to
keep the road open for TCC traffic.
6. Number of employees.
The mine is an existing underground coal operation. The hourly workforce has recently
been increased to approximately 380 hourly and staff persons. No additional changes,
other than maintaining the existing work force numbers are anticipated at this time.
C' 7. Phasing plan.
The access road for the 18 Right Bleeder Shaft is anticipated to begin in August 2004,
and be completed by October 2004. Construction of the pad will commence immediately
upon completion of the access road. The drill of the shaft will commence in
JanuarylFebruary 2005. Drilling and lining of the shaft will take approximately 4-5
months to complete.
8. Date of commencement.
It is planned to start the projects as soon as regulatory approval is obtained from the
various agencies. It is anticipated these approvals will be obtained by late July 2004.
9. Completion date.
This 18 Right shaft facility will be used until the mine has exhausted all of its reserves in
the Northern Mining District. Presently, it is anticipated this will be another 10 to 15
years, depending upon annual sales.
10. Location of stockpiles for topsoil, overburden, etc, if any.
Topsoil will be windrowed along the access road and stockpiled adjacent to the
~ ventilation shaft pad.
11. Drainage control on site.
