Savage~sewa'~F' <br />RE: Proposed Grazing Plan for P & M's Edna Mine, (C-001-81) <br />I have reviewed the information regarding the Edna Mine grazing plan as you <br />requested. The plan is not acceptable as it does not fully address the <br />requirements of Rules 4.15.5 and 2.05.5(1). The permittee has not submitted a <br />specific plan for grazing, only the assumptions upon which a plan will be <br />based. <br />The permittee must submit a plan which addresses at a minimum: <br />1. Grazing plans for similar areas properly managed. <br />2. The seasons (specific dates) during which all varieties of livestock <br />will be grazed. <br />3. The numbers of livestock to be grazed during each season. <br />4. The measures to be used to ensure overgrazing does not occur. <br />5. The measures to preclude interference with vegetation monitoring and <br />sampling. <br />6. Measures to prevent grazing from occurring on immature stands. <br />7. Methods by which the permittee will demonstrate to the Division, prior <br />to initiation of grazing, that the area to be grazed is adequately <br />established. <br />The permittee's detailed grazing plan must be approved prior to initiation, <br />and ideally prior to permit issuance. If grazing should occur without an <br />approved plan, it is my opinion that enforcement actions are warranted. <br />/fw <br />Doc.
