With the exception of certain haul road segments which will be retained in reduced <br />configuration for post-mining ranch roads, all roads will be reclaimed to AOC and <br />revegetated. Those road segments which will be reduced to a 20 foot travel width <br />to replace pre-existing ranch roads include the Mine Entrance Haul Road (IvIEHR), <br />haul roads A and G and the first segment of Haul Road F. The Division approved <br />the retention of the haul roads depicted on Exhibit 20-2, since it is compatible with <br />the approved post-mining land use, and a request for its retention was submitted by <br />the landowner (4.03.1(1)(f)(ii)). <br />B. Access Roads <br />There is approximately 0.1 mile of existing access road at the mine. This road is <br />used on a frequent basis to service the shop facilities area of the coal carrier at the <br />east end of the Tie-Across Haul road depicted on Exhibit 13-11. <br />C. Light-Use Roads <br />At the Seneca II-W Mine, there aze approximately 0.9 miles of proposed and 6.1 <br />miles of existing light use roads. The location of light-use roads aze shown on <br />Exhibits 12-2 and a typical cross-section is presented on Figure 13-6. These roads <br />are only used on an intermittent basis for purposes other than transportation of coal, <br />including but not limited to, roads used for monitoring and periodic maintenance of <br />monitoring facilities and reclaimed aeeas. <br />II. Support Facilities -Rule 4.04 <br />Support facilities used in conjunction with the Seneca II-W Mine include an equipment <br />construction site, fuel storage areas, an equipment shop, office bathhouse, apotable water <br />well and supply line to the approved facilities area, an electric substation and an explosive <br />storage facility, and Sediment Ponds 005, 006 and 009. In PR-2, SCC proposed <br />construction of three additional ponds to drain the II-W south extension area. They aze <br />Pond 015 in the Sage Creek drainage and Ponds 016 and 017 in the Hubberson Gulch <br />drainage. <br />Volumes 7-9, Tab 13, contain detailed information on the existing and proposed mine <br />facilities. <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />Sotrm Hoff from all disturbed areas (except some topsoil stockpiles), pit pumpage, <br />treatment facilities, and spoil springs will pass through a sediment pond <br />designed to ensure that all discharges meet effluent limits in Seneca Coa] Company's <br />Seneca II-W Findings Document 16 November 3, 1999 <br />
