Specification for Handling and Storage of Geotextile Rolls
The specification change requested in the FAX received by the Division
on July 22, 1994 is in accordance with discussions held at the site on
that same date when I noted the problem with handling and storage of the
geotextile. As we have discussed previously, I recommend approval of
the requested specification change. The Division's inspections should
focus on a determination that none of the damaged geotextile is utilized
in construction of leach pad facilities.
Gradation Specification for the Soil Liner Fill
In a FAX received by the Division on July 22, 1994, the operator
requests a change in the soil liner gradation specification. The
specification change would allow placement of up to 10 percent by dry
weight of materials between 3/4 inch and 2 inch size, and would allow
up to 35 percent by dry weight of materials over 3/8 inch size. As we
have discussed previously, I recommend approval of the requested
specification change. At the Division's behest, the operator has
decided not to request a specification change that would allow placement
of up to 3 inch rocks, and since the soil liner fill will only be
screened to 3 inch maximum size, the contractor will have to remove by
hand any rocks between 2 and 3 inches in size. The Division's
inspections should focus on a determination that there are no rocks
larger than 2 inches within accepted soil liner fill.
In response to a point you raised earlier this week, the previously
approved gradation specification, as well as the current request for a
gradation specification change, both allow placement of soil liner with
up to 50 percent gravel by dry weight, gravel being defined as particles
larger than 4.76 mm. EPA suggests a maximum of 10 percent gravel in
soil liners would be conservative, however, larger amounts of gravel may
