SHEITON Director <br />Richard D Lamm <br />Governor <br />MEMORANDUM <br />18 J a~y 1983 <br />T0: Dan f4athews 1 -g-- <br />FROM: Jim Pendleton 1~y~ttJJ~~~_~~ <br />RE: Bear No. III Mee Stipulation No. 11 <br />In your absence, today, I met with Eldon Strid concerning <br />compliance by Bear Coal Company with Stipulation No. 11 of their existing <br />premit for the Bear No. III mine. Stipulation No. 11 required the <br />installation and monitoring of a monumentation system to verify that the <br />surface facilities area was stable. <br />Eldon and I discussed a preliminary proposal to install monuments <br />to comply with our requirements. They propose to install several driven <br />monuments above and below the access road. They also proposed to install <br />monument points on both the tieback wall at the main portals and the <br />crib-lock wall at the fan portal. I also requested the installation of a <br />hub on the massive sandstone bed above the main portal. Eldon also <br />proposes to install monuments in the old landslide deposits above both <br />the fan portal and the access road switchback. <br />Eldon proposed treat the company monitor the survey points <br />semi-annually. They intend to install the points within the next month <br />and will survey them immediately upon installation. Following that they <br />propose to survey the monuments once in the spring and once in the fall. <br />I stated that these proposals would be acceptable. I directed the <br />company to submit the final proposal to you, in writing.
