This findings document is updated upon permit renewal, which occurs every five yeazs for this <br />mine. This is the fourth renewal findings document for the North Thompson Creek Mines, which <br />has afive-yeaz permit term, from August 15, 2003 to August 15, 2008. There aze no stipulations <br />on this Permit. <br />SECTION A <br />Findines Required by Rule 2.07.6(2) <br />1. The permit application is accurate and complete. All requirements of the Act and these rules <br />have been complied with [Rule 2.07.6(2)(a)]. <br />2. Based on information contained in the permit application and other information available to <br />the Division, the Division finds that surface coal mining and reclamation can be feasibly <br />accomplished at the North Thompson Creek Mines [Rule 2.07.6(2)(b)]. <br />3. The assessment of the probable cumulative impacts of all anticipated coal mining in the <br />general azea on the hydrologic balance, as described in 2.05.6(3), has been made by the Division. <br />This assessment, entitled "Probable Hydrologic Consequences of Mining and Cumulative <br />Hydrologic hnpacts Study for the Roaring Fork River Drainage Basin" is available for inspection <br />at the offices of the Division. The Division finds that the operations proposed under the <br />application have been designed to prevent damage to the hydrologic balance outside of the <br />proposed permit azea [Rule 2.07.6(Z)(c)]. See Section B II below. <br />4. The Division finds that the pemut azea is, subject to valid rights existing as of August 3, 1977, <br />not within: <br />a) An azea designated unsuitable for surface coal mining operations [Rule 2.07.6(2)(d)(i)]; <br />b) An azea under study for designation as unsuitable for surface coal muting operations [Rule <br />c) The boundaries of the National Park System, the National Wildlife Refuge System, the <br />National System of Trails, the National Wilderness Preservation System, the Wild and Scenic <br />Rivers System including rivers under study for designation, and National Recreation Areas <br />[Rule 2.07.6(2)(d)(iii)(A)]; <br />d) Three hundred feet of any public building, school, church, community or institutional <br />building, or public pazk [Rule 2.07.6(2)(d)(iii)(B)]; <br />e) One hundred feet of a cemetery [Rule 2.07.6(2)(d)(iii)(C)]; <br />f) The boundazies of any National Forest unless the requued finding of compatibility has <br />been made by the Secretary of the U.S. Department of Agriculture [Rule 2.07.6(2)(d)(iii)(D)]; <br />11 <br />
