We are very
pleased to now be part of the ongoing process. We will make every effort to provide constructive and
relevant input.
I am enclosing copies of the well monitoring data that I referenced in phone conversations with
both you and Kate Pickford. I have also included map ilia[ shows the locations of the 24 test wells. The
data shows a precipitous drop in water table levels in [he test wells. In many cases the degradation seems
to have begun in the October-Novemeber 2001 timeframe. Agricultural irrigation wells were generally not
pumping at that time. Conversely, there is evidence of rechazge in some wells beginning in May 2002.
This would seem natural given the onset of spring irrigation using surface water rights. We also believe the
surging problems in wells referenced in my last letter is evidence of the difficulty we currently face.
The raw data is through July 2002. The August readings have been taken, but we have yet to
receive the data. We witnessed the reading for the test well on our property (MW 25). It was down several
fee[ from the prior reading. Hence, we are very anxious to move the process forwazd as expeditiously as
feasible. We believe that the ongoing dry mining & de-watering operation at the Vasa pit, with no
recharge trenches or other mitigation measures to the south & east, is a contributor to the decline in water
levels in wells shown in the monitoring data.
I am sending a copy of this letter and the well monitoring data to the Office of [he Slate Engineer.
As you know from our conversation, we're not sure which government oversight agency is the appropriate
one [o fully address our issues. We will work with whoever is appropriate.
We look forward to heating from you regarding the well monitoring data and the next steps. You
should also know that our neighborhood has retained Forrest Leaf of Leaf Engineering to assist us as an
expert in water issues. He has completed hydrological study work rtt connection with two other mine
permits in the same area We would be more than happy to brief you on those findings as well. They show
that dry mining will cause off site damage to wells. Forrest worked with us on the 112 Reclamation Permit
Application for the Nix Sand attd Gmvel mine (DMG File # M-2001-046). We withdrew our objections to
that permit application when the Applicant~vens Brothers-agreed to wet-mine to mitigate offsite well
damage that would have occurred as a result of dry mining.
Since y, Permit #:~-iggq-oo/.
