Loc hhead Eae(unve Duecmr n)ichael B Long Re: DeBeque Gravel Pit, File M-81-058, Possible Temporary D~,n~~~D~~r(I~~ Cessation Dear Mr. Latham: We recently reviewed the DeBeque Gravel Pit Annual Report. The report indicated that the site has been, and may continue to be, inactive for at least six months. Please refer to the Construction Rules and Regulations Sections 1.13 (enclosed) which state that if an operation ceases production for a period of 180 days or more, thEa operator must file a Notice of Temporary Cessation with the Board. This notice must state the date of cessation, the reasons for cessation, a plan for the resumption of mining, a description of those activities the operator will take to ensure compliance with the permit reclamation requirements and a description of site maintenance activities to ensure compliance with the perfornLance standards (Rule 3). The Notice of Temporary Cessation should be sent to the Division separate from other correspondence. As an alternative to temporary cessation, you may submit a Technical Revision to your permit to indicate that the operation will be intermittently active throughout its life. The technical revision application must include a description of those activities the operator will undertake to ensure compliance with the permit reclamation requirements, and a description of the site maintenance acts-vities which will ensure compliance with the performance standard:. (Rule 3). Rule 1.13.7 addresses this technical revision. Since the annual report indicated that operations have temporarily ceased, you should submit either a request for temporary cessation or a technical revision within the next 45 days. If the request. indicates that the site is sufficiently stabilized, we will approve the request for cessation within sixty days of receipt. If the request indicates that there may be some problems witYl the site, we will either request more information from you, or schedule the site for an inspection. If you submit a technical revision to the permit, we will process it within 30 days.
