Subsequent revisions of the <br />Mineral Rules and Regulations, however, render the temporary cessation <br />category inappropriate for the JD-6 Mine. Temporary cessation does not <br />appropriately characterize the JD-6 Mine since many of the activities <br />undertaken at the site fall within the current definition of mining <br />operations. For this reason, Cotter requests that the temporary cessation <br />determination for the JD-6 operation be withdrawn and that the mine be <br />recharacterized as an intermittant operation or "swing producer". <br />Information supporting this request is provided below. <br />Introduction <br />The JD-6 Mine ("the Mine"), located in Montrose County near Nucla, Colo- <br />rado, is owned and operated by Cotter Corporation, a wholly-owned <br />subsidiary of Commonwealth Edison Company. The Mine operates under a 110 <br />permit No. 77-310, as approved by the Colorado Mined Land Reclamation <br />Board. This permit was issued to allow the extraction of 70,000 tons of <br />mineral and overburden annually. The minerals of interest at the Mine are <br />uranium and vanadium.
