Long <br />Division Duecror <br />On October 18, 1993, the Division received three letters, all dated October 16, 1993, regarding <br />the GEC Strip Mine in Fremont County. <br />The first letter begins, "We have not heard any reply to our September 7, 1993 letter with <br />concerns about the reclamation of the coal waste Harrison Western placed off site in GEC old <br />strip pits." Our review of that letter in September did not indicate the Corley Company wished <br />the Division to provide a response. It seemed to us rather that The Corley Company wished to <br />document its disagreement with the Division's methods of operation. <br />We believe we can address your "questions concerning reclamation of the Harrison Western coal <br />waste on (Corley Company) lands," without The Corley Company's having to proceed with the <br />Declaratory Order process, if you would provide us with the specific questions you wish the <br />Division to answer. We will consider your petition to be placed on the November 17-18, 1993 <br />Board Meeting agenda regardless, should the Division not satisfactorily address your concerns by <br />then. <br />The second letter begins, "We have reviewed the draft of the GEC Reclamation Board Order." <br />My reading of this letter indicates that The Corley Company does not wish the Division to <br />respond, but rather that The Corley Company wishes to dceument certain assertions regarding the <br />GEC Mine. Please indicate whether this is an accurate assessment, or if there is a specific <br />question you wish answered. <br />The third letter states, "We have not heard any reply to our September 19, 1993 letter requesting <br />information about the Weckerling bonds." I have reviewed my files, and determined that, while <br />this letter had been submitted to our offices on September 20, 1993, our clerical staff had failed to <br />
