M <br /> reclamation bond changes have been completed, a minor revision to <br /> incorporate the new reclamation liability estimate into the permit <br /> should be submitted. The reclamation bond instruments will also <br /> have to be updated accordingly as explained in section IV of this <br /> document. <br /> In addition to this change, Sanborn Creek has approached the <br /> Division about changing the currently approved seed mix for final <br /> reclamation. The change is being requested due to the difficulty <br /> of procuring some of the species included in the mix. Several of <br /> the species are difficult to locate and once located are extremely <br /> expensive. It is the Division' s opinion that equally suitable and <br /> less obscure species for reclamation are available and can be <br /> substituted for some of the more unusual species. A minor revision <br /> should be submitted to the Division which proposes suitable <br /> substitutes and may even include several additional species which <br /> could be substituted on an as available basis. In addition, some <br /> of the tree and shrub species included in the current mix are not <br /> likely to establish from seed, especially if they are sewn with the <br /> grasses and forbs . Given the size of Sanborn Creek ' s disturbance, <br /> live transplanting of many of these species would be a better <br /> alternative than drill or broadcast seeding them, especially those <br /> in the riparian areas. Therefore, Sanborn Creek should submit a <br /> minor revision to change their permanent seed mix to include <br /> species that are more likely to be available and have a proven <br /> track record with respect to reclamation. Native species should <br /> still make up at least 50% of the mix and live transplanting stock <br /> should be utilized wherever possible. <br /> The final two items which will require the submittal of revisions <br /> are updating the permit application to conform with recent rule <br /> changes concerning "complete and detailed legal descriptions" and <br /> "haul road compliance with performance standards" . Sanborn Creek <br /> Mine should have received a letter notifying them of the <br /> requirement to submit a revision to their permit application to <br /> comply with new rules 2 . 03 . 6 ( 1) and 4 . 03 . 1 (d) & (f) . Two separate <br /> minor revisions can be submitted to comply with these new rule <br /> changes. <br /> III. Summary of Revisions and Stipulations <br /> There have been ten (10) technical revisions and sixteen (16) minor <br /> revisions since the last permit renewal .
