<br />The proposed mining plan approval document contains three special <br />conditions of approval. The conditions are: (1) black-footed ferret <br />surveys must be conducted within one year prior to any disturbance, <br />subsidence effects must be monitored in the Red Wash area, and (3) <br />archeological site SRB859 must be mitigated prior to the occurrence <br />impacts to the site caused by mining operations. Condition N1 is a <br />continuing condition of the D1ining Plan approval. Condition N2 is <br />required to protect Red Wash's structural integrity and/or surface <br />hydrological flow which has been designated by the USFWS to have a <br />potential impact on federally listed endangered fish species in the <br />Colorado River Basin. Condition lf3 is designed to guard against <br />• <br />(2) <br />of <br />potential unmitigated impacts to an archaeological site that has been <br />designated by SIiPO as eligible Eor nomination to the National Register of <br />Historic places. <br />The information in the permit revision application, as well as other <br />information identified in the decision document included with this <br />memorandum and made available to the applicant, has been reviewed by <br />Colorado MLRD staff in coordination with the OSMRE Project Leader. Other <br />information reviewed: the April, 1981, BLM, the Rural Electric <br />Association, and OSMRE's Final Environmental Impact Statement (FEIS) <br />entitled "Moon Lake Power Plant Project, Units 1 and 2;" and OSAIRE's <br />administrative record.
