<br />split, and possibly laterally displace, any features and other arrange- <br />ments of debris located along the crack. In addition, deposits along the <br />crack will slump into the crack, destroying the integrity of those <br />deposits. Compression arches not only change the shape of the surface, <br />but, with enough pressure, can break. These cracks would cause Features <br />to be destroyed and the mixing or overturning of cultural deposits. In <br />short, pitting within a site would destroy that area of the site which <br />collapsed. The above described impacts would be the extremes of what <br />could occur on the area. <br />PaleontoloftY <br />Paleontological resources could occur in the mine area and could be <br />destroyed. The paleontological resources are considered to be of low <br />scientific value and the impacts should not be significant. <br />Lands <br />A withdrawal for Power Site Reserve Number 31 (EO 7/2/1910) in T.2N., <br />R.lO1W. , Sec. 1, Lot 6, occurs within the Bypass lease application area. <br />The occurrence of this reserve will require consultation with the Federal <br />Energy Regulatory Commission to determine if there is any impact to exist- <br />ing or future power projects. A powersite stipulation (Form 3730-1) will <br />be included in the proposed Lease (Appendix A). <br />One of the alternative routes for WAPA's proposed 345 kV powerline corri- <br />dor involves these lands. This lease application is considered superior <br />in right to the corridor. Power lines would be required to be constructed <br />• so as not to hinder mining. <br />Social/Economic <br />The issuance of the proposed emergency bypass lease would extend the mine <br />life of the Deserado Mine by approximately 2 years. This would be a bene- <br />ficial impact to the area through continuance of job opportunities and <br />economic base. <br />1litization <br />-- The following areas will be inventoried for cultural resources. <br />T. 2N., R. lO1W., Section 1: Lots 1 and 6, W1/2SE1/4NE1/4, NE1/4SE1/4 <br />T. 3N., R. lO1W., Section 36: W1/2SE1/4SE1/4 <br />All inventory will be done prior to any mining activity taking place <br />under the area. The inventory and any mitigation will be done in <br />compliance with Section 106 of the National Historic Preservation Act <br />of 1966 (as amended 1980). <br />-- The lessee shall be required to identify, monitor, and offset the <br />loss or modification of any wetland or riparian habitat directly <br />affected or influenced by lease development activities such that no <br />net loss of in-kind habitat value occurs during, or remains after <br />lease life. <br /> <br />20 <br />
