<br />for an alluvial valley floor (AVF) but due to the Lack of sufficient water <br />to support agricultural activities the area does not meet the irrigation <br />• requirements of an AVF. <br />Wilderness and Special Designations <br />There are no wilderness study areas or other special designations in the <br />area. <br />Lands <br />The Lease application area has a withdrawal for Powersite Reserve Number <br />31 (EO 7/2/1910) in T.2N., R.lO1W., Sec. 1, Lot 6. The Federal Energy <br />Regulatory Commission has recommended a stipulation to be attached to the <br />lease (Appendix A). <br />The surface ownership for the lease application area is federal. The area <br />proposed to be mined is not on any lands within the boundaries of any <br />National Forest. <br />No cultivation oc other types of farming are taking place within the wet- <br />land portion of the lease application area. <br />A 345 kV powecline corridor proposed by the Western Area Power Administra- <br />tion (WAPA) crosses the proposed lease area. <br />Social and Economic <br />• The potential impact area consists of the western portion of Rio Blanco <br />and Moffat counties and includes the communities of Rangely and Dinosaur. <br />Western Rio Blanco and Moffat counties are currently showing a slow de- <br />cline in population. This area is expected to receive little impact from <br />oil shale or other energy development until after the year 2000 and to <br />have some surplus labor available for jobs until that lima. Capital <br />improvement requirements would be small and the need to expand facilities <br />and services would not occur until development started. The existing work <br />force would be able to handle any increased workload resulting from this <br />emergency bypass lease. <br />Recreation <br />There are no developed recreation sites within the application area, and <br />there are no off-road vehicle (ORV) restrictions existing on the tract. <br />The area is unclassified at the present time. <br />IV.
