Wilderness and Special Designations There are no wilderness study areas or other special designations in the area. Lands The Lease application area has a withdrawal for Powersite Reserve Number 31 (EO 7/2/1910) in T.2N., R.lO1W., Sec. 1, Lot 6. The Federal Energy Regulatory Commission has recommended a stipulation to be attached to the lease (Appendix A). The surface ownership for the lease application area is federal. The area proposed to be mined is not on any lands within the boundaries of any National Forest. No cultivation oc other types of farming are taking place within the wet- land portion of the lease application area. A 345 kV powecline corridor proposed by the Western Area Power Administra- tion (WAPA) crosses the proposed lease area. Social and Economic • The potential impact area consists of the western portion of Rio Blanco and Moffat counties and includes the communities of Rangely and Dinosaur. Western Rio Blanco and Moffat counties are currently showing a slow de- cline in population. This area is expected to receive little impact from oil shale or other energy development until after the year 2000 and to have some surplus labor available for jobs until that lima. Capital improvement requirements would be small and the need to expand facilities and services would not occur until development started. The existing work force would be able to handle any increased workload resulting from this emergency bypass lease. Recreation There are no developed recreation sites within the application area, and there are no off-road vehicle (ORV) restrictions existing on the tract. The area is unclassified at the present time. IV. ENVIRONMENTAL CONSEQUENCES A. Proposed Action The following resources will not be impacted as a result of the proposed action: 14
