lease app~ation boundary unn:inabla. Th~ par::ng ;o;:=; ..._ ~~;
two beds and forms a barrier to mining Eurthec east. T':e sp'_e,~:,. .-..
seam makes this area unminable as part of the Prairie Dog Lease Tcac_~ _:
was decided by the BLN Colorado State Office that only the "D" sear aou:_
• be included in the proposed lease.
This proposed amendment to the mine plan will not only allow recovery of
coal in the bypass lease application area, it will also allow greater
recovery of the reserves in Lease C-023103 by extending the longwall
panels into the bypass Lease application area. The mine plan would then
achieve greater recovery of the minable reserves currently in the buffer
area in lease C-023703.
Mining in the lease application area will be by underground methods. the
primary mining method to Da used will be the Longwell method. One room-
and-pillar panel is proposed in the northeast corner of the lease applica-
tion area.
The existing mine facilities will be used with no new facilities being
constructed in the proposed lease area, other than degasification wells and
the roads accessing them.
Up to 7 degasification rolls may have to ba drilled ahead of the Longwell
panels to vent methane gas that occurs from coal seams in the area. This
is a safety measure to prevent explosions underground. Approximately 1
acre of disturbance rill occur with each drill hole for a total of up to 7
acres. In a hole drilled on the existing lease area, gas ras not released
initially. The gas ras not released until the longrall panel paaaed the
drill hole location. The gas flow rata and concentration rapidly deeceas-
ed ones the accumulated gas was vented out. The gas released was not of
quantity, quality, or preseurs to be of commercial value.
• Mining within the lease application area would _egin in 1988 and end in
1995.
Mitisation
Mitigation that wee included as part of the emergency bypass lease
application is as follors:
WF-U has installed a subsidence monitoring netrork over the first
Longxall panel to be mined undae Red Wash. The results of that mon-
itoring effort will ba lmorn 2 years prior to driving any longwall
panels within the lease application area. Should adjustments need to
be lade to the mina plan to mitigate impacts to Red Wash, these same
a4lustmenta rill ba applied to the proposed amendment within the
lease application area.
Yestern-Fuels Utah Inc, rill comply with all applicable Eedecal,
stets, and local laws and regulations.
R. No Action
Under the no action alternative the area applied for would not be leased
and mined at this time. The area could remain part of the Prairie Dog

7
c
