The mine plan would then <br />achieve greater recovery of the minable reserves currently in the buffer <br />area in lease C-023703. <br />Mining in the lease application area will be by underground methods. the <br />primary mining method to Da used will be the Longwell method. One room- <br />and-pillar panel is proposed in the northeast corner of the lease applica- <br />tion area. <br />The existing mine facilities will be used with no new facilities being <br />constructed in the proposed lease area, other than degasification wells and <br />the roads accessing them. <br />Up to 7 degasification rolls may have to ba drilled ahead of the Longwell <br />panels to vent methane gas that occurs from coal seams in the area. This <br />is a safety measure to prevent explosions underground. Approximately 1 <br />acre of disturbance rill occur with each drill hole for a total of up to 7 <br />acres. In a hole drilled on the existing lease area, gas ras not released <br />initially. The gas ras not released until the longrall panel paaaed the <br />drill hole location. The gas flow rata and concentration rapidly deeceas- <br />ed ones the accumulated gas was vented out. The gas released was not of <br />quantity, quality, or preseurs to be of commercial value. <br />• Mining within the lease application area would _egin in 1988 and end in <br />1995. <br />Mitisation <br />Mitigation that wee included as part of the emergency bypass lease <br />application is as follors: <br />WF-U has installed a subsidence monitoring netrork over the first <br />Longxall panel to be mined undae Red Wash. The results of that mon- <br />itoring effort will ba lmorn 2 years prior to driving any longwall <br />panels within the lease application area. Should adjustments need to <br />be lade to the mina plan to mitigate impacts to Red Wash, these same <br />a4lustmenta rill ba applied to the proposed amendment within the <br />lease application area. <br />Yestern-Fuels Utah Inc, rill comply with all applicable Eedecal, <br />stets, and local laws and regulations. <br />R.
