<br />FINDING OF NO SIGNIFICANT IMPACT <br />S Deserado Mine <br />Western Fuels-Utah, Inc. <br />March 1988 <br />The Environmental Assessment (EA), prepared by the Bureau of Land Management <br />(BLM) and the Office of Surface Mining Reclamation and Enforcement (OSMRE), and <br />the Decision and Findings of Compliance, prepared by the Colorado Mined Land <br />Reclamation Division (MLRD), preceding this finding of no significant impact, <br />identify certain minor environmental impacts that would result from the Federal <br />approval of the Deserado mine mining plan for Federal lease C-44693. The <br />permit revision application package, submitted by Western Fuels-Utah, Inc. to <br />the State of Colorado under its approved State program, proposes underground <br />mining operations on an additional permit area of 344.3 acres. This 344.3 <br />acres occurs on a new Federal lease (C-44693) area being added to the total <br />permit area. <br />The regional impacts of coal mining in the area of the Deserado mine are <br />addressed in the following documents: the Rural Electric Association, OSMRE, <br />and BLM's "Moon Lake Power Plant Project, Units 1 and 2", Environmental Impact <br />Statement (EIS) 1981. <br />Site specific impacts of the existing operations were discussed in the <br />following earlier prepared documents: <br />- OSMRE's Technical and Environmental Analysis for the Mining and <br />• Reclamation Plan approval for the Deserado mine, June, 1981. <br />- OSMRE's Environmental Assessment for the Mining and Reclamation Plan <br />modification for the Deserado Mine, May, 1986. <br />Based upon the evaluation of impacts given in the EA's and Colorado MLRD's <br />Decision and Findings of Compliance, I find that no significant impacts to the <br />quality of the human environment would result from the proposed operations. <br />Therefore, an environmental impac statement is not required. - <br />Chief, Federal Programs i ision Date <br />Western Field Operations <br />n <br />U <br />
