In our comments to you on April 30, 1984 we suggested that
the best long term solution to the water storage dam was to breach the dam.
You would like to work on a spillway design to handle the water storage
overflow rather than breach the dam.
If this can be done in a manner that is structurally safe and engineering
sound we would be glad to consider the proposal.
Since your main office is in Denver we mutually agreed that you could work for
an acceptable design with Forest Service Engineers at our Regional Office.
The Forest Service contact will be Keith Bakeman. We will want to review
the proposal on the ground before final approval is agreed to.
Sincerely,
DALE F.
