• STREAM RECONSTRUCTION PLAN <br />In response to stipulation 18 from the Colorado Mined Land <br />Reclamation Division, Empire Energy Corporation (ECC) proposes <br />the following plan to construct an ephemeral stream channel <br />across the Williams Fork Strip Pit No. 2. Pit No. 2 was surface <br />mined prior to 1981, and much of the disturbed area has already <br />been reclaimed. The remainder will be reclaimed according to the <br />apprgved reclamation plan. At present, runoff from the Williams <br />Fork Strip Pit #2 is collected in a series of ditches (Map IV- <br />10), and is routed to a sediment control pond located near the <br />railroad spur. Prior to bond release, the collection ditches <br />will be removed. <br />• The existence of a pre-mining drainage across the mined area <br />is uncertain. However, construction of the proposed channel is <br />appropriate to maintain drainage from the reclaimed surface, and <br />to minimize erosion. Therefore, a stream channel will be <br />constructed along the bottom of the drainage (approximately along <br />cross-section line G-G' shown on Map IV-10 ). Since a pre-mining <br />channel geometry is not available, the channel is designed to <br />pass the peak runoff from the 10-year, 29-hour precipitation <br />event. <br />Calculations of the peak runoff from the 10-year, 24-hour <br />precipitation event are provided in the appendix. These <br />calculations consider two watershed conditions. Presently, all <br />• runoff from Williams Fork Strip Pit No. 2 is routed through a <br />runoff and sediment control system, and approximately 95 acres <br />1: <br />
