The <br />temporary cessation time frame is indefinite. Additional surface disturbance since the <br />effective date of permit transference to WFC includes the recently completed river <br />diversion and coal processing waste bank. Topsoiling and seeding of the river diversion is <br />proceeding. The work is being done by subcontractors. The refuse waste bank limits are <br />shown on the attached figure. <br />WFC understands temporary cessation or abandonment does not relieve WFC of the <br />obligation to comply with any provisions of the approved permit. <br />Sincerely, <br />dam' ~' <br />David M.
