Cep!. r! ~...._ :.~ ~,::;;ou~ce= <br />Subject: Grassy Creek Coal Mine #1 Haul Road Certification <br />References: 1) Letter of December 9, 1982 from Robert Sherman, of The <br />Rockcastle Company, to Mr. Dan Matthews <br />2) Technical Revision to Existing Interim Mine Permit for <br />Grassy Creek Coal Mine No. 1, by Hydro-Triad, Ltd., <br />June, 1981 <br />Dear Mr. Matthews: <br />Today, I met with Mr. Tommy Raye, who described recent events at <br />the subject mine and provided a copy of the Reference No. 1 letter. <br />Mr. Raye asked me to write to you regarding winter construction of the <br />haul road. <br />Mr. Sherman (Reference No. 1) is correct in his statements <br />regarding winter construction. In Hydro-Triad, Ltd.'s design report <br />(Reference No. 2) the need for compacted fill was described. Good <br />compaction, which results in increased soil strength, cannot be <br />maintained during periods of subfreezing weather.
