Banta,
Division Director
The Division has received and reviewed your 11•September, 1990 sediment
control plan and finds that a more extensive and detailed plan is in order.
Since the primary means of sediment control (the sediment pond) has been
removed, an extensive "alternate sediment control" system is required to
minimize erosion and to approach an acceptable effluent limit for disturbed
waters.
The Division performed and inspection of the La Plata mine in mid-September
and the aftermath of a recent rainstorm indicates that substantial efforts
must be made in order to prevent further erosion and to protect the
re vegetation efforts when seeding is completed.
The means of attaining this goal will be a combination of silt fences, energy
dissipators, rock check dams, sediment traps, temporary diversion ditches and
straw bales.
In addition to the alternate sediment control measures, it is highly advisable
to consider using jute or a soil retention blanket to further protect the
seeding efforts on all of the steep slopes at La Plata.
If you so desire, the Division will assist you in determining an effective
site specific sediment control plan with the type, sizing, and location of
each control measure required. The sediment plan, with the appropriate maps
must be submitted and approved by the Division prior to any revegetation
efforts.
If you have any questions regarding this or any other matter, please call or
write.
Sincerely,
Harry B.
