The mining and reclamation plan is <br />in compliance with the Mineral Leasing Act, all applicable 30 CFR 211 rules, <br />and maximum economic recovery (MER) requirements. <br />Therefore, approval of the plan is recommended with the following <br />stipulation: <br />Only surface mining operations are considered as per the state permit <br />application.
