(Colowyo) has received your August 19, 2002 letter
addressing the three brush fires at Colowyo. We share your concerns on brush fires and
recognize the increased importance due to extreme conditions and many fires across Colorado.
Colowyo is aware of the extreme dry weather conditions prevalent in the west and
particularly the western slope area of Colorado. Throughout the summer Colowyo has applied
excess water to all of the coal shots. To enable this practice, blast patterns on the 16"' and 18"'
of August were reduced in size by over 30°f°. Both these shots were associated with the E
seam'coal, which is high BTU coal.
Colowyo has also assigned two dozers, a water truck, and a fire truck to be stationed at
either the west end or the east end of the pits when blasting on those ends. This ensures quick
response time should a brush fire occur. As an additional interim step, Colowyo will rip the
remaining E seam coal located near the east end of the East Pit.
Colowyo is committed to reducing the occurrence of brush fires associated with coal
blasts during this extreme dry season. We are re-evaluating our current blasting practices to
identify potentials for improvements and reduce the risk of coal shot related fires.
Please contact me at (970) 824-1600 with any suggestions or concerns you may have
regarding this topic.
Si cerely,
Kelly Sanders
General Manager
c: Byron"G: Walker, CDMG
CF 4.2:3.7.2 ` ~ - '
01-41
