Long
Division Dueaor
On January 24, 1994, Wally Erickson, John Nelson and I inspected
the Trinidad Basin Mine site in order to begin formulating the
final reclamation plan and bid document. "Ponds" numbered 22P5
(22P4B) and 22P6 (22P4A) appear to be very stable. The inlet
portions of the spillway pipe can be cut to further limit the
amount of water retained on the uphill sides of the road.
Currently the "ponds" have a shallow conservation pool. Once the
culverts are cut, the ponds are nothing more than wide collection
ditches with a culvert under the access road. A small conservation
pool will likely-always remain.
We did not find any evidence of past or current road stability
problems at these locations. Our suggestion is to allow the road
and "ponds" to remain in place and cut the culverts to reduce the
amount of water which can be retained by either pond. Total
elimination of the ponds would cause the natural drainage to flow
over the road and down the long outslope resulting in erosion of
the outslope.
It is my understanding that the landowner has requested that the
two ponds remain. This would be a deviation of the approved plan
which requires that the ponds be removed. If this landowner
request requires an independent stability analysis, I would suggest
that the landowner pay the additional cost for the study. This
should not be a burden of the bond.
cc: Wally Erickson
John Nelson
Dan Hernandez
