As we discussed, the oil <br />drums and soil at the Hawksnest Mine contain polychlorinated biphenyls (PCBs), which are <br />compounds regulated by the Toxic Substance Control Act (TSCA), and administered by the <br />EPA. When Walsh Environmental, Inc. (WALSH) submitted our proposal, we were under the <br />assumption that there would be no PCBs, and prepared our proposal assuming the material <br />was "hazardous" as defined by Resource Conservation and Recovery Act (RCRA) regulations. <br />The discovery of PCBs, however, requires that the material be disposed at a TSCA-approved <br />facility rather than a RCRA hazardous waste facility. I have received one price quote so far <br />for disposal and transport of the drums of oil from USPCI Laidlaw; they have provided two <br />options. If you select chemical dechlorination and recycling, there would be a $1,100 <br />additional total project cost. If you select incineration of the material, there would be a <br />$2,400 additional total cost for the project. <br />Attached is a PCB waste profile sheet for USPCI and laboratory data. Please review the <br />material and sign the profile sheet as the generator of this material. Retum the profile sheet <br />to this office so we can proceed with disposal at USPCI.
