-z- <br /> <br />--, =- <br />PROPOSED DECISION .,'i {.~+ , <br />Salt Creek Mining Company <br />McClane Canyon <br />The Colorado Mined Land Reclamation Division proposes to approve with <br />stipulations an application for a permit to conduct coal mining submitted <br />by Salt Creek Mining Company for the Mclane Canyon Mine. <br />This approval decision is based on a finding that the proposed operation <br />will comply with all requirements of the Colorado Surface Coal Mining Recla- <br />mation Act, C.R.S. 1973, as amended, 34-33-101 et sue., and the Regulations <br />promulgated pursuant to the Act. <br />The permit application and the stipulations will become a binding part of <br />the permit upon approval. The stipulations £or the McClane Canyon Mine <br />are as follows: <br />1. PRIOR TO THE TRANSPORT OF ANY ROOF FALL OR OTHER WASTE MATERIAL <br />PRODUCED AT THE McCLANE CANYON MINE TO THE PROPOSED MUNGER CANYON <br />DISPOSAL SITE THE FOLLOWING MUST OCCUR: <br />1) THE PERMITTEE MUST SATISFY ALL DIVISION REQUIREMENTS FOR <br />GEOCHEMICAL ANALYSIS OF TXE MATERIAL WITHIN 30 DAYS OF TXE <br />ISSUANCE OF THE PROPOSED DECISION, AND _ <br />2r THE DIVISION MUST APPROVE TXE PROPOSED MUNGER CANYON SITE <br />FOR USE AS A WASTE DISPOSAL SITE. <br />2. SURFACF. WATER MONITORING: <br />1) FLOW MEASUREMENTS MUST BE TAKEN RT SURFACE WATER MONITORING <br />SITE SW-2 AND WATER QUALITY SAMPLES MUST BE TAKEN FROM SITES <br />SW-2 AND SW-5 ON McCLANE CANYON TWICE A YEAR AS FOLLOWS: <br />a) ONCE DURING SPRING SNOWMELT <br />b) ONCE DJRING A STORM EVENT <br />2) FLOW MEASUREMENTS MUST BE TAKEN AT SITE SW-1 AND WATER QUALITY <br />SAMPLES MUST BE TAKEN FROM SITES SW-2 AND THE NEW MONITORING SITE <br />ON EAST SALT CREEK QUARTERLY. <br />3) THE WATER SAMPLES MUST BE CHEMICALLY ANALYZED FOR THE PARAMETERS <br />SPECIFIED BELOW: <br />Sodium Absorption <br />pH Ratio Lead(Pb) <br />Specific Conductance Bicarbonate(HC03) Sodium(Na+) Manganese(Mn) <br />Temperature (field) Calcium(Ca+2) Sul fate(SOq) Mercury(Hg) <br />Dissolved Oxygen(field) Aluminum(A1) Molybdenum(MO) <br />
