XII. Vegetation-Rules 2.09.10, 2.05.4(2)(e) and 4.15 (cont'd '~~'=~~:'
It was also determined that the productivity data for the reference areas
for the McClane Canyon vegetative communities did not meet sample adequacy
requirements.
Due to the small area of disturbance at the McClane site, the Division has
determined that premine productivity data may be applied as a reclamation
success criteria. The following stipulation is therefore required:
STIPULATION H7
IN LIEU OF PRODUCTIVITY DATA FROM THE CREASEWOOD SHRUBLAND, SHADSCALE
SHRUBLAND, AND JUNIPER WOODLAND REFERENCE AREAS, THE PERMITTEE IS
DIRECTED TO UTILIZE COMBINED McCLANE AND MUNGER PREMINE DATA FOR
PRODUCTIVITY FOR EACH VEGETATIVE COMMUNITY RESPECTIVELY. THIS DATA SHALL
BE SUBJECT TO THE REVEGETATION SUCCESS CRITERIA OF 9.15.8(3)(b).
The applicant has not demonstrated that adequate wood plant density sampling
has taken place at the McClane Canyon site. The Division therefore requires
the following stipulation:
STIPULATION b8
WITHIN 30 DAYS OF THIS PROPOSED DECISION, THE.PERMITTEE SHALL SUPPLY
THE DIVISION. WITH WOODY PLANT DENSITY DATA FOR THE GREASEWOOD, SHAD-
SCALE, AND JUNIPER COMMUNITES TO INCLUDE, BUT NOT BE LIMITED TO SAMPLE
SIZE, SAMPLE MEAN, SAMPLE VARIANCE, AND LEVEL OF CONFIDENCE ACHIEVED.
The Division has reviewed the McClane Canyon revegetation plan and revegetation
criteria (pages 3-9 through 3-19). The applicant has proposed a variance from
baseline woody plant densities for the Greasewood Shrubland and the shadscale
shrubland, but has not provided justification for the proposed stocking level.
It is therefore stipulated:
STIPULATION R9
THE PERMITTEE MUST PROVIDE JUSTIFICATION TO THE DIVISION FOR THE WOODY
PLANT DENSITY REVEGETATION LEVELS PROPOSED. THE DIVISION AND SALT CREEK
MINING COMPANY WILL DETERMINE AN ACCEPTABLE LEVEL BY MARCN 31, 1982.
The permittee has measured species diversity in terms of species richness and
species equitability but has not proposed a means to evaluate revegetation
success in terms of species diversity.
It is therefore stipulated:
STIPULATION 1110
THE PERMITTEE AND THE DIVISION MUST DETERMINE A MEANS FOR THE EVALUATION
OF THE SPECIES DIVERSITY AT THE McCLANE SITE BY MARCX 31, 2982.
The Division is concerned with the ability of Salt Creek Mining Company to
reclaim the area give the Iow annual precipitation. The following stipulation
is therefore required:
