Hydrologic <br />Balance: Surface Water) of this document. The system will prevent the <br />runoff from entering the natural drainage. Runoff from the area will be <br />released into the natural drainage .only after it meets all applicable effluent <br />standards. <br />V. Hydrologic Balance: Surface Water-Rules 2.04.5, 2.04.7,2.05.3(4),2.05.6(3), <br />and 4.05 <br />She information provided dealing with surface water quality, surface water <br />quantity and sedimentation control were reviewed by the Division. This <br />information can be found in Sections 2.4, 4.2.6 and 4.2.7 of volume 1 and <br />Appendix M of Volume IV of the application. The following comments are <br />based on review of these materials. <br />The applicant has supplied surface water quality data which is specifically <br />required by Rule 2.04.7(2)(b)(ii). The analyses provided (Tables 9.2-6 and <br />9.2-7 and Figures 4.2-8 and 4.2-9) also include a number of parameters in <br />addition to those required by the Rules and Regulations. Data provided by <br />the applicant are sufficient to make the required findings of compliance <br />for this section. <br />These data indicate that the baseline water is substandard in quality <br />(according to Mined Land Reclamation standards of August 26, 1981). The <br />operation will have Little affect on the quality of this water. As standard <br />procedure, however, the Division requires that monitoring of surface water <br />continue during mining to verify these conclusions. The following discussion <br />explains the monitoring program. <br />Surface water quantity and quality will be monitored upstream and downstream <br />of the disturbance in McClane Canyon and on East Salt Creek upstream and <br />downstream of the confluence of McClane Canyon and East Salt Creek. Salt <br />Creek Mining Company has agreed to establish a new monitoring site on East <br />Salt Creek directly below the mouth of McClane Canyon. This monitoring <br />network will be suficient to identify any effects of the operation on surface <br />water. <br />The following stipulation is necessary to ensure the proper monitoring of <br />effects of the operation on the surface water hydrology. <br />STIPULATION tit <br />SURFACE WATER MONITORING: <br />1) FLOW MEASUREMENTS MUST BE TAKEN AT SURFACE WATER MONITORING SITE <br />SW-2 AND WATER SAMPLES SXALL BE FROM SITES SW-2 AND SW-5 ON McCLANE <br />CANYON TWICE A YEAR AS FOLLOWS: <br />a) ONCE DURING SPRING SNOWMELT. <br />b) ONCE DURING A STORM EVENT. <br />2) FLOW MEASUREMENTS MUST BE TAKEN FROM SITE SW-1 AND WATER SAMPLES <br />MUST BE TAKEN FROM SITES SW-1 AND THE NEW MONITORING SITE ON EAST <br />SALT CREEK flUARTERLY. <br />
