-3- <br />Summary <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />Walden Coal Company is applying fora permit renewal under the Colorado <br />Surface Coal Mining Reclamation Act. The mine is located in Jackson County, <br />Colorado approximately seven miles east-northeast of Walden off Jackson County <br />Road 19 in Sections 7 and 18 of T9N, R78W. Walden Coal Company has ceased <br />mining operations at the Bourg Mine and the only activities associated with <br />this permit term will be reclamation. <br />The Bourg Strip Mine has been in existence since July of 1980 and has operated <br />under Permit Nos. 79-125 and C-81-021 issued by the Colorado Mined Land <br />Reclamation Board. Walden Coal filed a complete application for permit <br />renewal pursuant to C.R.S. 34-33-109 (7)(d) on August 12, 1987. Since that <br />time, the application has been under review by the Division to determine <br />compliance with the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining. <br />O.n October 19, 1987, the Division sent a letter to Walden Coal Company which <br />identified deficiencies in the application which were noted during the <br />preliminary adequacy review. Resolution of these deficiencies was required in <br />order for the Division to make determinations of compliance. Walden Coal has <br />satisfactorily responded to these preliminary concerns during the course of <br />the review. This decision document updates the original findings of <br />compliance issued with the first permit term. The original permit application <br />was submitted on February 13, 1981. Permit C-81-021 was issued on <br />April 21, 1983. <br />Description of the Environment <br />The mine site is located on a 160 acre private parcel of land located in the <br />parkland of North Park at an elevation of approximately 8100 feet. Land use <br />in this area consists of grazing and wildlife habitat. U. S. Bureau of Land <br />Management land surrounding the permit area is grazed by cattle from May to <br />July. Predominant wildlife in the area consists of antelope, sage grouse, <br />mule deer, and rabbits. <br />The Bourg Mine occurs on the northeastern edge of the McCallum anticline and <br />within a faulted synclinal wrinkle, the Bourg syncline. The syncline on the <br />Bourg property dips a maximum of 410 on the southwest, 150 on the <br />northeast, and plunges 70 to 80 on the northwest. <br />The coal-bearing unit at the Bourg Mine is the Coalmont Formation consisting <br />of coal, shales, siltstones and sandstones. The Coalmont Formation overlies <br />the Pierre shale and underlies gravels derived from pediments in the immediate <br />area. Portions of two coal seams within the Coalmont Formation were mined, <br />the Hoyle Seam and the Sudduth Seam. <br />
