Roads will be reclaimed when no longer needed for access during reclamation <br /> activities . All roads will be reclaimed with the exception of those listed in <br /> Section B. I . of this document. Roads will be ripped , cuts and fills returned <br /> to approximate original contour, and the entire surface regraded . <br /> Topsoil will be redistributed on 340 acres of disturbance , at an average depth <br /> of 6.5 inches . The remaining 24 acres will be covered with a suitable topsoil <br /> substitute. Details regarding topsoil handling and topsoil substitutes can be <br /> found in Section B. III . of this document, and revegetation methods and success <br /> standards are discussed in Section B.VIII . Disturbed areas will be drill <br /> seeded or hydroseeded with the seed mix presented in Section 2.05.4 of the <br /> permit application. Hydroseeding will be utilized primarily on steep slope <br /> areas . All seeded areas will be mulched with grass fiber or hay. <br /> Because of the low precipitation and saline and sodic soils , revegetation will <br /> be difficult. However, with intensive management , the permittee should be <br /> able to revegetate the disturbed area with a diverse, effective, and permanent <br /> vegetation cover similar to the surrounding area. Utilization of adapted <br /> plant species will aid the success of vegetation reestablishment. <br /> The Colorado Historical Society in consultation with the Bureau of Land <br /> Management has reviewed the Powderhorn Coal Company mine plan and determined <br /> that there will be no effect to cultural resources (see Section A. 5) . <br /> There are no renewable resource lands overlying the proposed underground <br /> workings . However, a water treatment plant and water lines overly the <br /> workings . The water treatment plant will not be undermined. The permittee <br /> predicts no damage to the water line from subsidence. A subsidence monitoring <br /> network will be used to better define subsidence effects. <br /> The operator has obtained all appropriate air quality permits . Emissions are <br /> primarily controlled by water spray and watering the roads . In addition, all <br /> required NPDES permits have been obtained. <br /> -12- <br />
