To the extent <br /> that Cotter wishes to prompt the meeting with the Division which is required to occur under <br /> the authority of Section 7.2.4(a) of the Mineral Rules and Regulations (the Rules), Cotter <br /> appeals the Division's finding. Prior to the arrangement of a meeting with the Division, <br /> Cotter requests that the Division support the basis for its determination as required by <br /> Section 7.2.2(1).
