<br />(f) Pipeline Rights-of-Wav. No surface disturbing activities except for essential roads and utility crossings
<br />shall be allowed within the rights-of-way for existing eas pipelines along the Highway 139 corridor. The lessee shall
<br />work with the right-of-way holders to locate the pipelines on the ground. Subsidence shall not be permitted within
<br />100 feet of the outside line of the right-of-way for [he pipelines (125 feet from centerline along each side of
<br />pipeline). The angle of draw used to protect the pipelines from subsidence will be dictated by the approved DMG
<br />Mine Permit.
<br />(g) Perennial Streams Water Quality. No surface-disturbing activities except for essential roads and
<br />utility crossings shall be allowed within 100 feet of East Sale Creek. Subsidence shall not be permitted within 100
<br />feet of the stream. The angle of draw used to protect the stream from subsidence will be dictated by [he approved
<br />DMG Mine Permit The affected portions are listed below:

<br />(h) Deer and Elk Winter Ranee. In order to protect important seasonal wildlife habitat, surface-disturbing
<br />activities other than subsidence shall only be allowed during the period from May 1 to December 1 on [hose portions
<br />of [he lease listed below. This limitation does no[ apply to consuuction and ongoing operations associated with the
<br />mine site, surface facilities, and haul road areas.

<br />(i) Scenic and Natural Values (SNV). Special design and reclamation measures may be required in some
<br />of [he SNV stipulation areas listed below in order to protect [he outstanding scenic and natural landscape values of
<br />the Book Cliffs and highway corridor. The special design and reclamation measures would be developed at [he
<br />development stage. Special reclamation measures may include transplanting trees and shrubs, fertilization, ,~
<br />mulching, special erosion conuol structures, irrigation, and site recontouring to match the original contour. Surt~'sce-
<br />disturbing activities other than subsidence may be denied in sensitive areas within the leases, such as unique geo{o~ic
<br />features and rock formations, visually prom}nent areas, and high recreation use aeeas. ~;~
