The pit will <br />likely be enlarged to 4.3 acres by the end of this plan. As discussed above. 2 acres were <br />exposed prior to December 31, 1980. Evaporation for the post-1980 area of 2.3 acres is 9.225 <br />acre-feet. Total water consumption associated with the gravel pit, including product moisture. is <br />9.285 acre-feet. <br />Stream Depletions <br />Water consumption at the gravel pit will cause depletions to the Arkansas River, which is <br />located about 3,400 feet north of the gravel pit. Depletions to the river were estimated using the <br />'Analytical Stream Depletion Model" written by D R. Schroeder of the Colorado Division of <br />Water Resources. A specific yield of 0.20 was estimated for the alluvial aquifer. A transmissivity <br />of 98,000 gpd per foot was interpolated from the USGS mapping of transmissiwties in Bent <br />County. A distance of 3,400 feet from the gravel pit to the river and a distance of 10,000 feet <br />between the edge of the alluvial aquifer and the river were measured from the USGS maps of <br />the area. Steady state conditions occurred after seven years in which the amount of stream <br />depletion was approximately the same as the amount of water consumption at the gravel pit. <br />The monthly stream depletions under steady state conditions are shown in Table 2 along with <br />the monthly water consumption values at the gravel pit. <br />Replacement Source <br />° Mr. Thomeczek of Bent County Ready-Mix owns 12 shares of Fort Bent Ditch Company <br />stock. These shares were originally part of a larger holding of 166 shares which were used to <br />irrigate two parcels totaling 82 acres in the S'/:N'/: of sec. 2, T. 23 $„ R. 47 W. There were no <br />irrigation wells associated with these parcels. To date, all of the 166 shares have been sold, <br />mostly for use in substitute water supply plans: 71 shares to Mountain Prairie, LLC, 53 shares <br />to Steve Bell, 12 shares to Bent County Ready-Mix, 25 shares to David and Dolores DiRezza, <br />and 5 shares to Colorado Pork, LLC. These sales included dry-up of the 82 acres of which the <br />Bent County Ready-Mix purchase from Howard Stein accounted for 5.9 acres. A copy of the <br />Fort Bent Ditch Company stock certificate is attached as Attachment 1. <br />Last year's approval letter for the substitute water supply plan required that the 12 <br />shares of Fort Bent water be assessed on a dry-year basis for the plan's renewal. Each share <br />will yield 0.59 acre-foot of historical stream depletion in a dry year as described in Attachment 2. <br />The ditch company charges 15 percent for changing the location of the delivery point, thereby <br />reducing the dry year yield to 0.50 acre-foot per share, or 6.0 acre-feet for the 12 shares. Mr. <br />Thomeczek belongs to the Lower Arkansas Water Management Association (LAWMA) and will <br />assign the shares to LAWMA. On a dry-year yield basis, the 6.0 acre-feet provided by the 12 <br />shares are insufficient to provide the 9 3 acre-feet of replacement water required for this plan. <br />Bent County Ready-Mix is currently seeking additional replacement water supplies for this plan. <br />Until additional water is acquired, l-,4WMA has agreed to provide water from their sources to <br />make up the shortage of 3.3 acre-feet. LAWMA will make the required replacements on a <br />monthly basis from its replacement sources as per Attachment 3, enclosed. <br />s <br />Operation of the Plan <br />An accounting form, Attachment 4, similar to the form submitted monthly with the <br />previous plan, is attached. Forms will be completed monthly and submitted to the Water <br />Commissioner.
