Memo -2- September 11, 1981
Method of placement, as well as the type of compaction, can have significant
influence on the permeability. Engineer certification required.
2.5:1 slopes with intermediate benches 50 feet wide (variance from performance
standard, but is a stabler configuration).
Pond A. (EFC has approximately 15 ponds.)
Monitoring wells located on the toe of each fill.
Designed for the 100-year flood event.
Drainage Area 5.1 sq. miles (3290 acres).
Capacity - 387 acre-feet.
Anti-vortex device placed on riser.
EFC's primary sediment control methods located within or close to the
areas of disturbance - contour furrowing, mulch, diversions, straw
dikes, riprap, check dams, sediment filters and sediment traps.
Reclaimed Area
Planted under interim program. Good grass diversity. Some shrubs - mostly
sage; snowberry coming in. Aspen transplantings, shrub tubelings. AZ1 re-
claimed areas are mulched; seeded with perennials in fall.
8050 Area
Active mining activity, backfilling and grading of spoils ridges. Topsoil
salvaging operation - EFC's tree beaver shreds all woody plant material
before the scrapers salvage topsoil. The wood chips from this process will
be incorporated into the topsoil and as erosion control and enhance re-
vegetation success.
Ridgetop
The mining method in this area was the topic of discussion for several
months. EFC originally wanted to auger mine, U.S.G.S. wanted maximum coal
recovery and the Division was concerned about fly rock going beyond the
ridgetop and damaging structures below and the possibility of affecting
the drainage below. EFC is not planning to submit a mine plan utilizing the
small dragline. A controlled blasting plan will have to be developed to
eliminate disturbance over the ridge.
Elk migration route
Area of wildlife mitigation plan.
Elk calving areas.
Tagged and collared elk to study the effect of mining on their migration
routes and calving areas.
