h. Retention of the Moffat, Center Ridge, and West Ridge <br />ponds is suitable for the approved post mining land use, <br />which is range land and wildlife habitat Rule 4.05.9(13)(f). <br />Previous reviews have found that the vertical portion of the <br />remaining highwall of the Center Ridge pond is located far <br />enough below the low water line along the full extent of the <br />highwal] to ensure adequate safety and access to the <br />proposed water users. There is no remaining highwall on <br />the Moffat or West Ridge pond shorelines in accordance <br />with Rule 4.05.9(1}(i). (This nile has been renumbered as <br />4.05.9(12) and no longer necessitates a finding of <br />compliance for permanent impoundments.) <br />C. Surface and Ground Water Monitoring <br />1. The applicant conducts monitoring of ground water in a manner <br />approved by the Division. The ground water monitoring plan is as <br />follows: <br />Water level measurements aze taken at Trout Creek alluvial wells <br />TR-1.5, TR-3; and TR-4; Moffat Area wells 215W, 215L, 218W, <br />218L, 8925, and 892L; Trout Creek sandstone well TRS-1; and at <br />the West Ridge spoils well WR-1. Ground water quality is <br />monitored at TR-1.5, TR-3, TR-4, TRS-1, and WR-1. Locations of <br />all wells aze depicted in Exhibit 4.6-26. Frequencies and <br />parameters are listed in Table 4.6-54 (page 4.6-144) of the permit <br />application (4.05.13(1)). <br />2. The applicant conducts monitoring of surface water in a manner <br />approved by the Division. The monitoring plan was submitted <br />under 2.05.6(3)(b)(iv) and includes the following: <br />Continuous flow-monitoring sites (TR-a and TR-b on Trout Creek) <br />upstream and downstream of the mine are maintained from April <br />through October. Weekly flow measurements are taken at the <br />NPDES satnpling points. Locations of the surface water <br />monitoring sites are depicted in Exhibit 4.6-26 of the permit <br />application. Surface water quality is monitored upstream at TR-A, <br />downstream at TR-D, in the Moffat Area at TR-C, and in the West <br />Ridge Area at TR-B. Frequencies and parameters are listed in <br />Table 4.6-54 (page 4.6-144) of the permit application (4.05.13(2)). <br />3. Springs and seeps are inventoried annually, and aze reported in the <br />Annual Hydrology Report. A sample is collected at any spring <br />Edna Mlne 19 Permit Renewal No. 4 <br />
