BANTA, Director riay 6, 19ss Mr. ,lames Lunan Peabody Coal Company 1300 South Yale Flagstaff, Arizona 86001 Re: Seneca II Mine, 1988 Revegetation Plan, Permit No. C-80-005 Dear Mr. Lunan: The Division has reviewed the April 22, 1988 letter addressing the seed mixtures and the shrub and tree planting areas proposed for 1988. Proposed Seed Mix 1 for "South Exposures and Drier Sites" and Seed Mix.2 for "Northern Exposures, Moist Sites, Replaced Stream Channels, and Temporary Diversion Ditches" are consistent with the seed mixtures addressed on pages 13-12 to 13-18, TaD 13 of the approved permit document. The only differences noted are that panes 1;_14 and 13-17o specify the supnlemental forb and shrub species will be planted at 1 PLS pound per acre. Or-~~- two of the twelve supplemental species for Seed Mix 1 and 2 are propese~ to he elanted at this PLS pound per acre rate; all other proposed species w'71 be planted less than this stated amoun±. We do not have a problem with the proposed seeding rate and approve these seed mixes for 1988. However, Peabody should revise these two pages to reflect seeding rates will be 1 PLS pound per acre or less. The only concern the Division has with proposed tree and shrub planting is that sufficient planting is occurring to compensate for the lack of planting in Fa11, 1987 (reference Peabody letter of November 16, 1987 and Division response letter of November 23, 1987).
